Revenue Development Foundation in Liberia

RDF has two interlinked projects in Liberia funded by the German Cooperation agency, GIZ.

Mineral Rights Administration Support Project

In partnership with the GIZ Regional Resource Governance programme and the Government of Australia, RDF has supported the LIberian Ministry of Lands, Mines and Energy (MLME) since 2012, focusing on improvement in the management of mining licenses.

The first phase of the Mineral Rights Administration Support Project (MRASP) was completed in December 2015. The Online Repository was launched in December 2015, whereby the license registry from RDF's Mining Cadastre Administration System (MCAS) was made available to the public. The second phase of the project worked to establish the Mining Revenue Taskforce and the third phase of the MRASP has focused on improving the internal processes of the cadastre unit and ensuring data is managed efficiently and correctly, targeting revenue compliance issues, as well as decentralization.

Mining Revenue Integration Project

The Mining Revenue Integration project was launched in Q2 2015, with the aim of integrating the management of mining revenues across all government institutions in Liberia. The aim of the project is to help reconcile revenues invoiced from the Ministry of Lands, Mines and Energy (MLME) and the newly established Liberia Revenue Authority and to help in ensuring better transparency as enshrined in Liberia’s commitments as part of its Extractive Industries Transparency Initiative (EITI)

In June 2015, MLME, the Liberia Revenue Authority (LRA) and the Ministry of Finance and Development Planning (MFDP) signed an inter-governmental data sharing agreement, which  became the basis for RDF data integration support, aimed at improving compliance in the mining sector.

The agreement allows these government institutions to share all information related to companies operating in the mining sector seamlessly. As part of the data sharing initiative, RDF is implementing integration tools to allow a single view of all government revenue earned from each entity in the mining sector. RDF with the three institutions established a Mining Revenue Task Force as a coordination body to oversee the implementation of the agreement.

Liberia Online Repository - all mining licenses available online

The Online Repository portal publishes data directly from MCAS at the Ministry of Lands, Mines and Energy, and makes the entire mining license registry available online for investors and the public
