Mali - RDF release Oil and Gas Administration System

Nolwenn Marnet Hemberger

RDF’s Oil and Gas Administration System (OGAS) has been deployed in the Malian oil and gas office AUREP (Autorite pour la Promotion de la Recherche Petroliere au Mali) to support the Ministry with the governance of active oil licenses, pending applications, blocs and the associated geo-data

The system, similar to the Mining Cadastre Administration System (MCAS) already in use in Mali, Sierra Leone, Liberia and Ghana, has been created and deployed during the course of a nine-month project funded by the German Cooperation GIZ.

The project, whose objective was to enhance revenue generation from the sector and to promote investment by increasing investors’ confidence in the administration, has also supported the ministry in reviewing their licenses award procedures and compliances processes in accordance with the current law (code petrolier). Several users have been trained to the usage of the system, among which an administrator and a trainer.

A second phase of the project has started on April 1st, 2016, focusing on data sharing and financial data integration with other government offices.
